What is the most consistent .22lr ammunition?

I've been getting into really long range shooting with my .22 just to see what i can push it to, and when i get way out there i can see a big difference in the inconsistency in powder, primer, etc.. for example I've been able to hit a one foot by 3 foot steel target at 700 yards with Remington golden bulk, but shooting that distance the rounds had some dropping off around 30-40 yards short, and some hitting right where i was putting it. i know it's the ammo and not the rifle because it's only stringing, the horizontal is staying MOA.
