Don't you think this employer is being unreasonable?

That's typical. They want it all. I went to an interview on time where the manager wanted someone already trained for the job but would take starting wages. What this place should do is pay you "stand-by" wages of maybe 25%. That is what the Forestry service paid me when I was off duty but available in case of a brush fire.
